ParkingEye parking charge

Hello,
On the 19th January I went to the local Odeon Cinema in Leicester to see a film.
I have been going there for the past 20 years and the parking has always been free. There is a large car park with a Bingo hall, Nandos and a pub in the complex.
At the weekend (4th February) I received a letter with photographs of my car and a charge of £100 (reduced to £60 if paid within 14 days, which will be 15.2.2017). According to the letter the car park is now private land and I should either have purchased a ticket or given my registration details (where? to whom?) to park for free.
I tried to speak to the Odeon manager but they have refused to speak to me just saying that they no longer own the car park, they are no longer responsible, and I should appeal. I have written a letter to the manager of the Odeon.
I have sent a copy of my cinema ticket to ParkingEye with an appeal.
Apparently there are signs in the car park but three of us missed them, obviously not really looking or expecting a change without some notice.
Can you advise whether I am obliged to pay the fine if the appeal fails, which I am fully expecting it to do.

    You need to read up on this in the newbies FAQ thread near the top of the forum

    Come back with your popla appeal for comments when it's ready.

    It is not a fine, it is a speculative invoice.

    For future reference you should not reveal the driver's identity. Parking scammers read these fora so using your real name (if that is what you have done) and saying "I parked ..." means you immediately lose the protection of the Protection of Freedom Act making it harder to beat the scammers. All the scammers need to do is take a screen grab of your post and you are caught.

    You should not tell the parking scammers who was driving when you appeal to them either. Alas I fear this is what you have done.

    If your first sage appeal fails, as most do, please read the NEWBIES sticky thread and construct your PoPLA appeal using the template appeal points you will find there in Post 3.
    You won't be able to use non POFA complaint points as that only applies if the scammers don't know the driver's identity.
    All is not lost however and you still stand a chance using other points such as inadequate signage, not the landowner, and no standing to bring charges in their own name.

    it will have always been private land , but probably sold off to make money and the new landowner has engaged Parking Lie

    its not a "fine" either , its an invoice for breaking their rules , nothing more

    in future , always check for signs wherever you park , be it a retail park , hospital , supermarket or whatever , as there are now tens of thousands of similar honey traps all over the country

    as mentioned above , read the NEWBIES sticky thread and follow the BPA advice in there , without revealing who was driving

    its almost inevitable that PE will reject your appeal, there is no profit to be made in accepting it , they are a private company with greedy aspirations
