Reclaim packaged bank account fees

I complained to my (ex) bank about paying fees for the packaged bank account and requesting a refund of all fees claimed. They rejected my complaint and said that if i wished to take the matter to the Financial Ombudsman Service I must do so within 6 months of the date of their letter. Is this correct? My complaint was rejected in July 2015 so this was 18 months ago? Am I now prevented from taking the matter to the FOS? If so, is there any reason why I cannot submit a fresh complaint to the bank? Any advice would be appreciated.

Yes, referral to FOS must be within six months of the bank's final decision, see http://www.financial-ombudsman.org.uk/publications/technical_notes/six-month-time-limit.htm
I can't see the bank (or FOS) entertaining a second complaint for exactly the same issue if your intention is solely to circumvent the FOS's published procedure!0 -
