Landlord dictating time for heating in flat

I rent a flat where the heating and hot water supply is communal ie all the flats get hot water and heat from a boiler.
I am on a periodic AST.
The only bills that i am responsible for is the council tax and electric.
The landlord has declined to put the heat on for a period of 6 hours between the time of 9am to 10pm
When this has been pointed out to him he has stated that he will not supply heating through the radiators but "will supply fan heater" if tenants want heat during those 6 hours.
Is this not a breach of sec 11 LTA.
My arguement is that the fan heaters are not effective and that the cost of running them during the 6 hours will be costly which i will have to pay for and noisy.

9am to 10am is one hour.
What times during the day is the heat on? Are these off peak hours he isn't having it on? Do any of the other tenants have issues?0 -
What exactly does your contract say about heating?
What does it say about bills/utilities?
Section 11 relates to repairs. This is not a repairing issue.

Is this the same landlord who is trying to evict you due to arrears?

More so, is there a reason they haven't given you metering for your usage, as per Heat Network regulations that recently came into force?0

typo there which i have corrected
heat is off between 9am - 12pm and 3pm to 6pm each day

Unless the insulation in the property is very poor, the flat would not get that cold during those two 3 hour periods if the heat is on for the other 18 hours.
Given your other posts, is this more of a harassment issue intended to evict?

1) Heat is on for 10 hours - from 6am -9am , 12pm to 3pm, 6pm to 10pm - at the other times it is off. - My flat does not have proper insulation roof or wall as the landlord is a cheapskate to get it upgraded and EH have said it meets bare minimum i suppose
2)LL controlling the heat because he knows that the other 7 tenants in their own flat wont complaint as they will be evicted

I had a look on another forum and the guy - Jefferey (solicitor) seems to think it is under section 11 but i wanted to get other views on the issue before i go back as a disrepair issue or a harrasment matter

10 hours of heat a day?! That's massive!
People on economy 7 find their storage heaters work 7 hours a day. As an owner occupier, I run my heating ~3 hours a day.
I don't think this is an issue.0
