PCN dormant for 18 Months

Hi all,
I received a PCN from ParkingEye in May 2015.
I appealed, they rejected (in June 2015), and I sent them a follow up letter in July 2015 with further detail/evidence.
Since then, nothing until last week. I now get a "LETTER BEFORE COUNTY COURT CLAIM" with 14 days to pay.
Can they do this after 18 months of silence on the matter?
Worse, I had clear out before Christmas and scrapped all the correspondence and supporting evidence.
Any advice?

yes they can
they have 6 YEARS ( so 72 MONTHS ) under the small claims court system (MCOL) to file a court claim for an outstanding invoice
reading the NEWBIES sticky thread will help you to defend yourself , including how to acknowledge the claim and get an extra 14 days to write a defence (if its an MCOL from Northampton) - or if its a preliminary LBCCC from PE themselves then you need to play letter tennis with them
if they rejected your appeal, you should have been given a popla code
was one issued ? yes/no ?
if yes - did you use it within the proscribed 28 days ? yes/no ?0 -
more info might be forthcoming if you were to say the name of the parking co and WHO sent you the "LETTER BEFORE COUNTY COURT CLAIM" letter , who was it?0

Did you get a PoPLA code when they rejected your appeal?
If so, did you appeal?
What happened when you complained to the landowner? It is still not too late to do this by the way.
The scammers have up to six years to make a claim in the small claims court so it is perfectly lawful (legal refers to criminal law, not civil or contract) to make a claim after 18 months.
You now need to challenge the claim but the chances are it will go to court. You will then need to defend it which the regulars here will help you to do.
You can ask parking lie in writing for a copy of the NTK (which they will need to rely on in court.) That way the regulars will have more information to go on and be able to offer advice.I married my cousin. ParkingEye LBCCCs can be seen off if you have evidence to show them (such as receipts for a supermarket or bank statements, or a copy of the Blue Badge of an occupant of the car, if true, to explain any delay). PE do cancel at LBCCC
It's not Morrisons is it? Or a Hospital or where?
How long was the alleged overstay, in minutes?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

as the ticket was "I received a PCN from ParkingEye in May 2015." I suspect that this may be another of their cases they could not follow thru , eg , aldi , hospital SCOTLAND or bylaw land
the OK needs to return and state a location , and clarify WHO sent the latest letter?0
