HELP NEEDED with NCP Incorrect PCN Fine.

Hi All,
I am hoping that you could please assist me in this case. I have basically been given a PCN for not displaying a valid ticket when in fact I had called the NCP phone number and paid on my card. I will now give you a more detailed version of events below.
On 2nd Dec 2016 I parked at Skinner Lane around 10:50am and rang the NCP number (02030460010) at 10:56am and paid for one hour. The meeting went on a little longer than expected so I added another hour at 11:57am.
I have phone records to prove these calls and the bank records to prove payment.
Upon returning to the car I saw the PCN and called NCP. I entered my reg and PCN number to be told that the fine was no longer valid. I assumed they had cross checked my reg with the payment and realised what they had done and cancelled the PCN.
I kept the PCN receipt until after xmas just in case, then binned it in the new year.
On 11/01/2017 I get a letter saying that I now had an increased fine of £100 as I did not pay the charge in the 28 days.
At this point I call 01604 625 622 and complain. They cannot find my case at all and advise me to go through the appeal process which I do, I provide the bank statement as payment evidence.
My reply basically stated that I had called and paid at a Council Car Parks number and not an NCP. Obviously this did not happen. I had called the number provided on the NCP pay meter.

Thank you for your recent correspondence regarding the above notice number. We have considered the case carefully and have decided to reject your appeal on the following grounds;
The Parking Attendant has recorded that the vehicle was parked in a pay and display bay without clearly displaying a valid pay and display ticket. The pay and display ticket you purchased and subsequently provided is only valid in Council Car Parks. Signs on the entrance to the car park clearly depict that motorists are entering a NCP managed facility and all pay and display machines are also signed as such.
The Terms and Conditions of which our services are provided are clearly displayed on entrance and throughout our facilities, including the requirement for all motorists to pay in advance for their parking and for the required duration. We are confident that all signage and the PCN are compliant with all industry standards and to the British Parking Association's code of practice to which we subscribe.
I now have the option to pay £50 or appeal to POPLA and so wanted some advice on how to frame my appeal please if possible.
Please let me know if anyone needs anymore info and I thank you in advance for your time.
This is a kafkaesque tirade of nonsense that I could really do without which is now eating into my own time.

You first need to edit your post so that you cannot be identified by the ppc.
Then visit the newbies faq thread near the top of the forum for advice on a POPLA appeal, and near templates on constructing it.

We know that the ppcs monitor this forum and can use your posts against you. Especially where you not only identify yourself but also who was driving!0 -
If that is your name and date of birth please delete your thread and re register with an anonymous username. Refer to the parking as the vehicle parked not I parked. But befits you re register and re post read the sticky so you chasm come back better informed.From the Plain Language Commission:

In Milton Keynes, as a fellow regular on here well knows, it is so easy to buy a ticket for adjacent car parks and get caught out. I don't know if the same is possible at Skinner Lane.0

Looking on Google earth, there are 2 car parks next to one another. One is NEW. Not sure about the other.

the OP says he paid NCP by phone and he has received a NTK from NCP , have NCP got 2 car parks?0

You should never have said who was driving because you have binned the slam-dunk winning appeal point a keeper has v NCP, because they don't use the wording from the POFA. Too late to use that this time.I now have the option to pay £50 or appeal to POPLA and so wanted some advice on how to frame my appeal please if possible.
But POPLA appeal template points are already written in post #3 of the NEWBIES thread.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
