UKPC failed to send POPLA but passed on to Debt Recovery Plus

Hi,
I followed the guidance on these forums for a UKPC "ticket" stuck on my vehicle on 6 Nov 2016. I received a NTK on 7 Dec and I responded by appealing and requesting a POPLA code which I haven't received. This morning (4 Feb 2017) I received a Debt Recovery Plus letter demanding £160.
I've logged into UKPC's appeal site with my "parking charge" reference number but it simply states they've passed the matter onto DRP. I've tried calling UKPC on the information number in their appeal acknowledgement email but they don't answer. I assume they're not open on weekends so will try again on Monday.
What is the best way to deal with this?
Any help much appreciated.
Thanks,
Ciaran

report the lack of popla code and the debt collectors to the BPA
when you appealed did you get a recept email from them?0 -
and STOP PHONING THEM !!!
NEVER ring or speak to the PPC or a DCA
do it all in writing
and as mentioned above , email aos@britishparking.co.uk with the code breaches and unredacted copies of all paperwork, add a timeline etc too0 -
And read this thread (on ignoring debt collectors):

No.You.Won't!!
Why didn't you appeal online? If you posted the appeal letter (we hope you did not post it, no-one tells you to post to a PPC who will perhaps drop some letters in the bin...ooops) did you keep proof of posting?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Thanks all for the advice. I won't be ringing them and have instead forwarded the appeal acknowledgement email they sent me, added a timeline and demanded they either respond to my appeal or send me a POPLA code. I've cc'd the BPA RedX provided (thanks) along with POPLA.
> when you appealed did you get a recept email from them?
Yes I did.
> and as mentioned above , email aos@britishparking.co.uk with the code breaches and unredacted copies of all paperwork, add a timeline etc too
Thanks, I've done that.
> Why didn't you appeal online? If you posted the appeal letter...
I appealed online and have their acknowledgement.0 -
Do not ever ever phone a PPC or its associated debt collectors/hangers on.
the only entity you should be phoning is the place that took the PPC on
Have you contacted the landowner yet? if not why not?
who is/was the landowner? From the Plain Language Commission:

Cue UKPC convincing the BPA that they issued a POPLA code in early January...a letter that of course, went 'missing'.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I'm in the same boat. How did this play out? Debt Recovery Plus Ltd have contacted me saying I was sent a letter rejecting my appeal with my POPLA code on two months ago (they haven't stated how they sent it i.e. post or email).
I'm cascading to BPA, but not sure how they'll assist if at all.
My original appeal was based on the lack of any suitable lighting by the sign so signs were not conspicuous and legible, and signs should be readable and understandable at all times, including during the hours of darkness or at dusk.0 -
The OP has never revisited this forum since 5/2/17, so unlikely to see your request. PM him/her and they should receive an email to say you're trying to make contact.
The forum doesn't 'track' cases, we rely on the OP to keep us updated. Sadly, despite regulars giving huge amounts of their own time, free of charge, to help people with their problems, some (not necessarily this case) just can't be arsed or have the courtesy to say how the advice helped them avoid a large bill hanging over their heads. Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.
