Parking Fine : Part of Appeal Ignored?

Hi folks.
I received a letter from Redbridge Parking & Traffic Enforcement informing me that I had parked in a bus stop, as seen by a car-mounted camera. I appealed it on the following grounds:
* I was not parked or stopped, and was manoeuvring at the time
* I was not actually within the bus stop's marked boundaries.
The area in question has a bay in front of some shops. Two thirds of the bay is boxed out as a bus stop. The remaining third has no markings or signage at all. I believe I was outside of those markings. The photograph provided isn't clear either way, as it doesn't show the road itself. Apparently I can view "CCTV Footage" too, but would have to travel to Redbridge to do so (I don't live there) - surely by now such evidence should be available for viewing online?!
I received a reply to my appeal, commenting that vehicles are not allowed to stop within the bus stop for any period of time and that "the vehicle is clearly parked within the boundary and there is no grace period when stopping in this restriction, even for seconds".
I personally don't feel that the vehicle was within the boundary. And the appeal rejection doesn't really comment on this or provide further evidence of this.
The whole bay USED TO be entirely a bus stop about 2 or 3 years ago. But this is no longer the case.
The letter says I can now appeal it again, but as a result will lose the option to pay the "reduced rate" if it's rejected. Which seems a *bit* unfair as my initial appeal wasn't fully considered.
Do I just have to go through the process? Or is there another way around it?
