Parking ticket out of view - second offence!

Hi - Yes, my own scatter brained in a rush fault but my ticket was not fully visible and so i have a fine. I sent off my valid ticket but becasue I used the same excuse a few months ago the council commandant says they will not use discretion again: they vill do siz only once.
Is this reasonable?
Should I appeal anyway (as I did have a ticket and can prove it)?

Take it to pepipoo as most Council PCNs can be cancelled on second appeal:
