Query on windscreen ticket UKPCS

Any help and advice please.
I have a friend who received a windscreen fine from UKPCS for parking in an area where he needed a permit. He was driving a mini bus as he works for a taxi firm. The vehicle will be registered with the taxi company. The windscreen fine says if he pays within 14 days the fine amount is £60 and after 14 days it increases to £100. If He waits for Notice to Keeper being sent to the taxi company will he still be able to pay £60? He said he will appeal though but just wondering as seems unfair that amount increases before received NTK. Which I believe they cannot send until 28 days after 'contravention'.

Your post is confusing - first you say he intends appealing, then you say he will pay when he gets the NTK??
Direct him to the newbies faq thread near the top of the forum for advice on dealing with this (and dealing with any issue if there is any possibility the bus's owner will pay the charge/name him etc)0 -
its not a "fine"
its actually a £100 invoice , discounted to £60 for an "early bird" payment (a bribe)
so it does not "go up" , it attains its full value when the early discount offer is not paid
its not ukpcs either , its UKCPS in Leeds, an important difference in the letters there (there is no UKPCS to my knowledge)
tell the person affected to come here and read the NEWBIES sticky thread *and this thread too)
the NTK has to be sent AFTER 28 days , so for them the ideal dates are between day 29 and day 56 if they wish to invoke POFA2012
UKCPS have 6 years to pursue this speculative invoice through the courts (an MCOL)
its an unregulated industry , so there is nothing "fair" about it0 -
