claiming PPI from a debt collection agency

Nine years ago, while in a not so good place in my life, I allowed myself to be talked into taking out a large loan wth abbey national.
After several months passed, I realised I could not repay the loan, and it was eventually passed to a Debt collection agency, they in turn passed it over to a second DCA, and I asked them for a statement, as it seemed none of the payments I had actually paid, although a tad sporadic had not been taken into account. When I received it, i noticed an extra monthly charge as well as accrued interest..although I did not question it at the time.
My Question is, if I was mis sold a PPI by Abbey national, even if it is now an unpaid debt, could I claim the ppi, and for it to be taken off the amount I owe, which will bring the amount down to maybe a more reasonable level for me to pay off?

If you had PPI and if they agree it was miss-sold, yes. Whether you get any back depends on whether the debt was sold on or if the bank can get the debt back in order to offset. Establish if you had it first

Sam Vimes' Boots Theory of Socioeconomic Unfairness:

People are rich because they spend less money. A poor man buys $10 boots that last a season or two before he's walking in wet shoes and has to buy another pair. A rich man buys $50 boots that are made better and give him 10 years of dry feet. The poor man has spent $100 over those 10 years and still has wet feet.

Yes you can complain you were miss-sold PPI (if you had PPI) and if your complaint is successful it can be used to reduce the debt.
