PCN parked in a restricted street during prescribed hours

Can my ticket be appealed. I parked on a pavement next to a building which is currently not occupied in Manchester City centre. The street itself has double yellow lines on it. I was not one the road on the lines but on the pavement. I understand the council owned building is about to be refurbished. I received the ticket based on the above contravention. What I don't understand is that there are now several cars parked in the same spot and also a porterloo. Clearly work men (or women) are ok to park there as they are possibly involved in carrying out work on the building. Can I appeal this ticket on any grounds? I have a picture of the specific area if required?
