PCN in work car park

Hi everyone! Any help on the below would be appreciated!
Our place of work has a number of parking spaces included in our lease. Unfortunately, we have more cars than spaces and sometimes colleagues (including myself) "double" park i.e. park next to a bay but where there isnt a bay.
The company that ultimately owns the land has started to issue PCNs to cars "double" parked and we're wondering what to do. There's lots of advice for dealing with PCN in retail car parks etc, but what about when it's your place of work and will be an ongoing issue as parking is so limited?

Who is issuing the tickets, and who is demanding payment? is it a parking company, or something else? are you having money deducted from your wages?From the Plain Language Commission:

Ask your employers to copy for you, the section of the business lease about access/rights of way/right to pass and re-pass or rights to park. This will be vital if this nasty PPC is a firm who try to sue you. The lessee company (your company) may have rights that are being disregarded and you need to know exactly where you all stand.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

We've repeatably asked our SMT to get involved and resolve the matter, but they've so far declined.0 -
What is this third party company? this is important as the advice will be different depending upon what entity is issuing tickets, you have nothing to worry about in disclosing this information.
Also University's sometimes think they are a law unto themselves with regards to issues such as parking , what university was/is it and do you have a copy of their parking policy/sustainable transport policy (or whatever load of boll ocks name they call it)From the Plain Language Commission:

Yes but what prior rights of way, access, right to pass and re-pass with vehicles, or even 'rights to park' does your business have in their actual lease? Someone needs to help you employees by digging out the lease and reading it, before you are all sued.
