Received pcn from smart parkingm ltd

Hello I received a pcn dated 18/12/16 from lifeboat quay poole for going over free time ........ I was under the impression that asda poole (lifeboat quay poole) was 2hours free parking especially on Sundays during the Christmas period. I received a letter yesterday from my neighbour (as the post man had delivered it to there house ....and they use it as a holiday home so never really there) the letter says £90 parking fine to be paid within 28days or it will go up and a further £10 administration charge. All the machines stated free parking on it as it is Christmas. There is a picture of my car entering the car park at 10.49:22 am and leaving it at 12.17:29 this means I was 1 hour 28 minutes ..... do I just ignore this letter or go through the stress of trying to contact them???? Please can someone help me on this.

It is not a fine.

Do not ignore. That advice gas not been given here since the law changed in 2012.

Please read the Sticky thread for NEWBIES. Unfortunately you have missed the initial appeal deadline, but there is nothing stopping you from making a late appeal. So, appeal using the BPA template in blue you will find in the NEWBIES thread.
You will need to get something in writing from your neighbour to say that the letter was delivered to the wrong address and add that point to the appeal, but make sure you don't reveal who was driving. You should edit your original post to that effect as well and only refer to The Driver or The Keeper. Parking scammers monitor these fora.

What happened when you complained to the landowner.

Also if you have inadvertently used your real name as your board name you need to contact MSE and get it changed ASAP to something totally anonymous!
