Looks like Artex to me - and a little damp I think. The wall has been skimmed so you should be able to scrape it off or skim over it - but it does seem quite thick.0

Heard it's a bit messy though . . .

Oh yes, definitely messy, but X-Tex works a treat (at least it did on the stuff I removed). Thick layers may require several coats and elbow grease.
If the OP is worried about asbestos, it can be tested fairly cheaply (around £30-£40 I think). Using a gel stripper does mean that if there is any asbestos, the fibres are unlikely to become airborne and pose a health risk.
Any idea when this artex was put up ?Any language construct that forces such insanity in this case should be abandoned without regrets. –
