Help with drafty air vent

Identifying exactly what vent was/is if its still in use or redundant not so easy ?Generally speaking looking externally and internally gives a good indicator if its original if its still in use what it was/is.
If you don't know what it is /does you shouldn't block it ?
Stopping the draught is the simplest part?0 -

The vent at low level is in a chimney & is there to stop damp, if the chimney is no longer going to be used then get the top of it capped then you won't get the draught & you could remove the ventI'm only here while I wait for Corrie to start.
