Parking ticket on scooter

Got a pcn parking ticket on my scooter because officier did not see the ticket mean motorbikes and scooters are not easy things to put a ticket on and the tickets issued by the machine are the paper ones you put on dashboard not the sticky ones so anyone can steal my ticket
But the pcn says parked in a bay out of allowed parking hours the sign with the parking info has been painted over with gray paint so youcant read it
Should I appeal or just pay the £35.00

Sounds like a Council one. Most of them can be won with help from pepipoo forum:

Sounds like a good reason to appeal and not pay...in my view I would ALWAYS appeal a Council PCN and forget the discount bribe. Post a pic of BOTH SIDES of the PCN in pepipoo (don't register with a hotmail email). They win almost every time.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
