If the goal is to avoid paying the SDLT surcharge that I don't see how requesting consent-to-let and keeping the tenants is going to help you. You need to sell the place before buying another property or you will have to stump up the extra £7k. If you are looking at new builds so that you can use HTB EL then you will have to sell the rental property.
Given that this has all occurred during the last 7 months my gut feeling is that once you've taken into account the costs of buying and selling this little escapade will have cost you money unless property prices have increased significantly in the area since you bought.
You say that you want to move because you have fallen in love? Has that also happened within the last 7 months? Are you planning on buying a property jointly with your girlfriend? As you still live with your parents might it not be a good idea to try renting somewhere with your girlfriend first before taking the plunge and buying another property which could end up being a costly mistake for you. If you go down the route of renting with your gf then do apply for consent to let but be prepared for the lender to say, "no."0
