Parking Charge Notice Appeal - late reply from firm

Help and advice please - I was issued a parking charge notice by a private firm (BPA member) on 21st December which I appealed by email on 1st January. On the firms "information on appeals" they state they will reply within 14 working days. I resent my email on 26th January as I hadn't received a reply and again today (30th January) because I hadn't received a reply. They have now just replied and refused my appeal and asked me to pay by 13th February. If I appeal stating that the firm didn't reply within 14 days and have therefore breached their statement will the charge be cancelled? Do I complain to the firm or do I go to POPLA?

the BPA CoP says the PPC has 35 days to consider an appeal , then to refuse it and issue a popla code , or to accept it , so in about 2 weeks time
the BPA is a trade organisation funded by the PPC`s themselves so its not a rule they enforce
so I think you expected things to happen to quickly, they almost always refuse any appeal anyway , so you should have a popla code , so read the popla info in the NEWBIES sticky thread and start drafting an appeal
its an unregulated industry , whereas you think its all black and white, which its not
you have 28 days to get a properly researched popla appeal in , so CONCENTRATE on that0 -

No chance with that argument. They probably did acknowledge the appeal as well - for example, ParkingEye and Euro Car Parks generate an immediate acknowledgement page when you submit an appeal online, as do some others who offer email appeal. So an acknowledgement within 14 days is fine, and even without it there is no way that minor point cancels a PCN.
So now you prepare a standard, long POPLA appeal based on the templates shown in the NEWBIES thread post #3. Show us the draft and tell us more:
- which PPC?
- was it a windscreen PCN?
- was a postal NTK issued?
- what contravention and if overstay, how many minutes?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
