Troubleshooting - ridiculous heat bill?

Hi there!
So I live in a one floor, two bedroom apartment heated by natural gas. It's a fairly old building, but has brand new doors and windows. My boyfriend and I have also taken the time to put plastic over all of the windows and doors that we don't use, and have taped sealed any areas where we felt any cold coming in. We keep the heat at 55 in half of the apartment, and the heat at 65 in the other half, and our heat bill is over 310 dollars a month. Out of curiosity, we asked our neighbors in the same building (who have an apartment the exact same size and set up, keep their heat higher than we do, and don't have insulated windows) what their heat bill is, and it's only around 90 dollars!! That's over a $220.00 difference!!
Our thermostats are very old, so we're wondering if they could possibly be the culprit, because there's obviously something weird going on. Does this sound plausible, or do you think it might be the meter that's faulty?
