I've had a reply from the PPC basically saying they cannot accept the appeal from the keeper in days 1-28, I must get a letter of authority from the driver with the drivers name and address on or have the driver make the appeal. Do I ignore anything like this from the PPC now until NTK is received?

Not had NTK yet but have now had a letter from Ultimate Customer Solutions for a charge of £160 - £60 of which is their admin fee.
It mentions that I've been sent a "notice" by their client as the "Registered Keeper" but nothing came before this letter today.
Another to ignore?0 -
No, that is very odd. You should have had a NTK. I would email UCS (NEVER PHONE THEM) and say they are mistaken and you have never received a NTK and please can they email a copy of it as you wish to appeal.
Do not talk about the PCN or driver. What date was the windscreen PCN by the way , and what date is this letter?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Complain to the BPA and DVLA that the keeper made an appeal within the relevant timeframe but it was refused. The keeper is now getting debt collector letters without a PoPLA code.
Also complain about the scammers demanding driver details.
Remind them of the instructions the BPA gave to their membership after being told to do so by the DVLA. This is what they said:
“the following practices may be considered as Code breaches and must not be continued:
• Asking the motorist to enter into additional correspondence to obtain a POPLA code
• Failing to include a correct and/or valid POPLA Code within the Rejection correspondence
• Issuing a POPLA Code with a date identifier which is significantly different from the date of rejection
• Appearing to indicate that the issue of a POPLA Code is conditional on driver details being supplied “

PCN date 23-01-17, UCS letter 23-02-17.
Is the complaints process simple? Don't really want this turning into an admin nightmare..... But given the disgraceful attitude of the Uni, I'm not paying a bean.0 -

Email UCS and yes, the BPA can be emailed if need be. Very simple to sort.
The dates you have given, tell me that UCS have sent the WRONG letter which one month after a windscreen PCN is mean to be a NTK to allow a keeper to appeal. Be careful not to talk about the driver. Simply say as keeper you have had no NTK and must be allowed to appeal and the date of the PCN tells you that UCS have sent the wrong letter, so sort it out!PRIVATE 'PCN'? Complained to BPA, sent email to UCS about not getting an NTK and not being allowed to appeal as keeper, etc.

Had a reply from a Compliance Investigation Officer of the BPA, I have thus supplied them with the email I got phishing for the driver details from PS24 in response to the day 26 PCN appeal. They sound quite helpful but don't expect much to come from it?0
