Charged significantly more than original estimate.

Hello - first time posting here - please be nice :-)
My car needed work for it's MOT. The chap doing the MOT didn't have the necessary equipment so he took it to a local specialist who estimated it would cost £215.
Our chap called them during the day to ask if it was ready - they said it was taking longer than anticipated, but no further information was given. Certainly nothing was said about the cost.
Upon collection at the end of the day, a bill of £360 was presented - the increase due to the extra time the job took. After some conversation, the bill was reduced to £320.
This is close to 50% more than the original estimate.
Now I realise an estimate is not as binding as a quote, but that's a BIG price increase.
Can anyone say, with absolute certainty, if this is actually permissible?
