Good afternoon,
Before Christmas I received a parking fine from my gym car park! It's a private gym and you have to register your vehicle when you park and go into the gym. The day I signed up I wasn't made aware I had to register my car and I was in there about 10 minutes whilst I filled out some forms.
I recently moved address and hadn't notified the DVLA so the car park management (Premier park Ltd ) weren't able to get in contact with me. They passed the matter onto a debt collection agency who tracked my new address down. So I now have a £150 fine to be made payable to the debt collection agency.!
I now am not able to talk to the car park management company as they are saying the 28 day appeal date has passed and they are no longer dealing with it. Then when I speak to the debt collection agency company they say the matter can only be dropped if the car park management company drop it.!If I don't pay the debt collection agency then it goes back to Premier Park limited who can take the matter to court.
The gym are also saying that their policy has changed and they can't get involved and tell either company that I am a member of the gym and was legally allowed to be parked there.!
I fully understand that it is my fault in not notifying the DVLA of my change of address immediately but I feel I should still have some grounds to fight the fine as I pay £30 a month membership and free car parking is part of that.
Any advice would be appreciated.

It is not a fine.
Do not contact anyone by 'phone.
Ignore debt collectors, they have no powers.
Complain to the gym management/CEO. If they don't get the ticket cancelled, cancel your gym membership and leave messages on their website/fakebook page to warn other users that the gym employs parking scammers to scam genuine customers.
There is nothing stopping you from sending a late appeal to the parking company. Use the BPA template in blue that you will find in the Sticky thread for NEWBIES exactly as it is. Hey guys!
I parked my car in a service area which happens to be for a permit holders only. I didn't see the sign post in entrance as it was facing towards opposite direction. I assume its free to park on a single yellow line on the street but since this area was deserted in the evening and not blocking any traffics on the move, I just thought about nothing but to park and wait until my little girl is done attending the birthday party.
The terms and conditions in a small hoarding board was not visible as there wasn't any lights within the premise.
Now facing the PCN from permier park!
