Newquay, Tower Road. Parking Eye.

So, after reading a few posts here it seems that Newquays' Tower Road car park has a bit of a rep.
Out for a meal at Christmas, I parked here for 3 hours and 34 minutes.
The tariff board is quite confusing (I am a new forum user, so can't apparently post a picture of it) if never seen before, as you get a free hour, which can then be topped up.
I paid a £1 for what I thought was 3 hours PLUS the free hour, giving four in total. Roll-on a parking notice from PE saying I had overstayed and had only been entitled to 3 hours max. But if I paid now, the fine would only be £60 instead of £100.
I appealed to PE, citing confusing signage and the fact that I had actually paid for 3 hours PLUS the free hour. My appeal was declined by PE (as I now gather they all are) and they have held the fine at £60 for the next 14 days 'as a gesture of goodwill'! Unless I appeal to POPLA and lose, then it will revert to £100.
It was at this point I found a pic of the tariff board on-line. It seems I was entitled to a free hour and my £1 had bought me an extra 2 hours, not 3 as I thought. So I will have to hold my hands up to actually over staying what I had paid for.
Question is, if I now appeal to POPLA, on what basis should I be appealing?

please read it
then put TOWER ROAD into the forum search box and see what others have put in their popla appeals , over the last 6 months or so (dont read anything over 12 months old , so only 2016 and 2017)

no , paying is for wimps and I have never met a wimp farmer
easy enough to find a tower rd popla appeal , copy and paste it and adapt it

clearly the signage is confusing , hence your problem , so will be a mainstay of your popla appeal0
