Help Needed with POPLA appeal

Hi,
I would be really grateful if someone could help me fight a ParkingEye parking charge.
Basically we overstayed by 13 minutes in a 3 hour free parking car park.
I have appealed to PE and received a POPLA code.
Which option do I pick (Stolen Vehicle, not improperly parked, amount incorrect, not registered keeper or other)
What do I say in my POPLA appeal (Do I say it took me 10 minutes to find a space and 5 minutes to exit the car park therefore I was only "parked" for 2 hrs 58 mins. Is there no grace period?)
Are there any templates available? I have tried reading all of the sticky but I really struggle reading lots of text.

what are the times shown on the PE NTK
any yes you are allowed a grace period to read the signage in IN the car park and also a grace period AFTER the parking time as ended

the NEWBIES sticky thread tells you all about this , with suggested appeal wordings and everything , including clause #13 from the BPA CoP (grace periods)
its the "OTHER" option that is chosen , and "see attached appeal" , then attach your popla appeal as a pdf
you are on a really sticky wicket if you have not digested that NEWBIES sticky thread, its there to help you and to guide you

those figure fall into the guidelines set by the BPA
UNLESS it is clearly written on signage that no grace periods apply , and the BPA have been advised of this .
quote bpa grace periods:
13 Grace periods
13.1 Your approach to parking management must allow a
driver who enters your car park but decides not to park,
to leave the car park within a reasonable period without
having their vehicle issued with a parking charge notice.
13.2 You should allow the driver a reasonable ‘grace period’
in which to decide if they are going to stay or go. If the
driver is on your land without permission you should still
allow them a grace period to read your signs and leave
before you take enforcement action.
13.3 You should be prepared to tell us the specific grace period
at a site if our compliance team or our agents ask what it is.
13.4 You should allow the driver a reasonable period to leave the
private car park after the parking contract has ended, before
you take enforcement action. If the location is one where
parking is normally permitted, the Grace Period at the end
of the parking period should be a minimum of 10 minutes.
