    Looking at the wayback machine, I see they have added this disclaimer since October 15th last year:

    Warning: We have been hearing from customers in Spain that some ITV centres are insisting on the 'original' manufacturer's certificate of conformity just to be able to do a vehicle test. We do not understand why but please bear this in mind when presenting a vehicle using a V5C and/or our documents.

    This sounds like a derivation of the driving license and passport scams ... where you pay companies to do things you can sort yourself.

    I think you will find that any monies done via a bank transfer will be very hard if not impossible to get back{although if others know otherwise I bow to their better knowledge}. It is why people are advised to use a CC for transactions and if in the t & c's a company states anywhere they are just a "form filler" I think you will just have to except the money is lost and move on.

  • Unfortunately their terms and conditions seem to discharge any responsibility should the documents they provide not be sufficient for any purpose, so I don't know how far you'd get with mediation or court action. Others may know more.

    They are at least warning any future customers about issues with Spanish authorities so they're not entirely unscrupulous.

    The good news is it seems most manufacturers give them out for free so you're not going to be any more out of pocket than you already are.
