Council builders from hell.

We've been waiting weeks now for the council to finish cladding the outside of our house, with some fiberglass sheets covered with resin then pebbled.
Trouble is cracks are forming around the back of the house. and the more they point them the more the cracks spread. They have told us that its normal and there is no cause for concern, some of the cracks are hairline but in other places there is as much as 15mm of movement in the walls and celing adjacent to the affected area. In fact there is so much movement that a lintel above the kitchen window (already been repaired once) has bowed in the middle that has caused the entire window to bow more than 5mm. I am concerned that the damage is just being covered up with the cladding in an attempt by the council to cut corners. They have sent an inspector round to survey the damage and also a clerk (apparently) but both say the same thing. This has been going on for three weeks now and half of the house is covered by exposed 100mm fiber glass sheeting. My partner suffers from athsma and we have a one year old son, and we have all been suffering from a chesty cough. To top it off the gang who were carrying out the work have quit and the council connot as yet find a replacement for them.
I was considering buyin the property in the near future but am unsure weather the movement is serious enough for a mortgage lender to refuse us, if a surveyor says the property is unfit or in need of underpinning.
The place looks like a tip there is mess everywhere, nobody seems to be interested in clearing up after themselves, and it just get left where its dumped. Im getting realy anoyed with the whole thing now.
