How does one turn off a monitor (using the power button) when it has power button locked out?

Control Panel - Device Manager - Monitor
Look for your monitor name, right click, click "Properties".
There should be something in there tha would help.I think this job really needs
a much bigger hammer.

If the power button is locked, the warning message Power Button Lockout displays. ◦ If the power button is locked, press and hold the power button for 10 seconds to unlock the power button function. ◦ If the power button is unlocked, press and hold the power button for 10 seconds to lock out the power button function.0
