Re-Appeal against an old parking ticket?

Hi all,
About 5 years i got a parking ticket which i believed was to be unfair and lost the appeal. Basically i parked in an area which used to be okay for everyone until the council switched it to disabled only. The council did this by putting a sign up to say disabled only. What they didn't do was put any lines on the road to correspond to the sign and that was my basis for the appeal.
The appeal was rejected on the fact that the lines could not be drawn on the road because its a cobbled area and is protected. Thus no lines were drawn to correspond to the disabled area.
I thought lines had to be drawn to show the area the sign refers to but i guess they had different rules from when the road is protected from markings. So i paid the fine and that was that...
About a week ago i was in the same area and to my surprise, there were parking bay markings on the so-called protected cobbled road.
Any thoughts? Im not bothered about the money but more the principle of it. They would have made a packet from all the cars they gave tickets to.

Probably no grounds to raise this now, too much time has gone past and where there are cobbles they may well have got special dispensation not to mark the road at that time. The fact they have now, doesn't matter, annoying though it may be.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
