I had buildings only insurance and I wanted to change this 10 months into the policy. Esure told me they want to charge 20 pound admin fee? Is this acceptable for adding a service(contents)?

You are the one moving the goalposts.
Getting an admin fee for making changes mid term should be set out in the policy. If not put in a complaint0 -
Be very careful with Esure to make sure you have enough contents cover to replace your entire contents at the current new price.
They have a reputation for checking to see if you have sufficient cover when you make a claim and then voiding your policy and not paying your claim if they discover you don't have enough cover.
They are very agressive on this, much more than any other Insurer, so be careful0
