Parking eye!! Pay or ignore?

My mum not long ago received a parking charge notice from parking eye for parking on private land without a ticket- the place where it took place was an area in wales that my parents are unfamiliar to.
My mum told me that the area in which she received the parking fine was so dark and completely unlit, she didn't actually know she was parking on private land as all sinage she was completely unaware of as it was so dark!
I told her to ignore the first letter she received, as i had first had experience of these companies a few years ago, I always read that I should ignore them, and mine did, eventually go away as they had barely any authority and it would cost them much more to pursue the ticket and take me to court.
However- as I'm reading up all over again on the never ending tale of parking fines, rights, laws etc, apparently the rules have changed slightly and now you should simply contest, or fight the parking ticket if you believe it was unfairly issued?
My mum has since received an additional letter basically threatening court action if she refuses to pay the ridiculous £100 fine, which she is now asking me for advice on (Hence why I am writing this)
Is it worth pursuing/fighting the ticket? & How would I go about this? She wasn't parked on a supermarket carpark or a large establishment whatsoever, simply a small carpark in rural Wales.
Is the likeliness of Parking Eye taking her to court quite high? or is it just scaremongering like most people describe?

It is not a fine.
Ignoring has not been recommended since the law changed in 2012.
Parking lie issue about 30 000 court papers per year, and take about 10 000 people to court per year.
There is nothing stopping you from making a late appeal, but expect it to be rejected. Send the BPA template in blue from the Sticky thread for NEWBIES.
Does the NTK have a section beginning something like, after 29 days ... or is there a blank space that looks as if something is missing?

PE will usually issue a court claim for an unpaid invoice
BARRY BEAVIS (GOOGLE IT) lost 3 times in 3 courts before 11 judges , last one about 15 months ago at the SUPREME COURT
only a fool would ignore PE , and yes the KEEPER should expect a court case , which PE have 6 years to issue by MCOL from Northampton
the laws changed in 2012 , 5 years ago , so only a fool ignores these invoices (google POFA2012 for england and wales)
the legal advisor advising your mum is foolish and ill informed and has dropped her "right in it" ,lol
