Modifications to flat without building consent

A friend of mine has started looking for flats to buy in Glasgow. He's viewed a couple within the same area (all similar styles). One that he particularly likes has had modifications done but looking at the council website, the building warrant was refused.
The modifications (assuming this flat was the same as another one he's viewed) include moving a kitchen and a bathroom and also removing an internal wall.
As far as I'm aware, he hasn't instructed a solicitor or anything yet so not sought legal advice (But I did just get a very quick summary of this from him!)
Thought I'd maybe ask on here & see if anyone can advise.

Bit odd to have warrant refused, as normally you'd amend your drawings and resubmit it - I'm guessing they applied after the works were complete, and couldn't be bothered fixing whatever the council wanted done retrospectively. I'd ask the sellers if they can provide more info. Unlikely the council are going to be banging on the door nine years after the work was done.0

warrant refused is quite rare, usually if someone has applied for a warrant and then not amended drawings in time, rather than work being carried out and not meeting regs ime
only worry in what you have said is the wall being removed - may need an engineer to check what was done, although if 9 years ago its unlikely to be an issue - solicitors will muck about for weeks and weeks to sort it out tho....This is a system account and does not represent a real person.
