Airport Taxes

Can anyone explain to me why the government airport taxes on a Ryanair flight from Luton to Milan on 12th December are £20 per person yet a Ryanair flight on the same date from Luton to Marrakesh are £40 per person, and a flight to Dublin is only £10. The taxes seem to vary depending on destination. Surely it should be the same no matter where you are going or is someone trying to make a fast buck.
