Parking Notice from NPM

Hi all! This my story. I received a parking charge notice from NPM by post on 5th of January 2017 for Not Displaying a Valid Permit. I forgot to change the expired permit badge with the new years one. I realised that on 14th and i changed it. I received another parking charge notice before 2 days for the 10th of January, the came back and charged me again apparently.
NPM is member of IPC, i haven't done any move yet, I read your newbies section but i am confused about what to do if someone could suggest something that would be apreciated thank you!

for IPC members you appeal as KEEPER and use the IPC template
thats it , nothing more to do
they will reject this appeal , so you are then in IGNORE mode for 6 years, unless you get an LBC or an MCOL in the post , then you come back for further assistance (keep copies of all paperwork)
in parallel , you complain to the landholder and get it cancelled , which people should ALWAYS DO
a landholder cancellation is ALWAYS the best course of action
