Charge Certificate, No PCN

Just a quick one.

I've received a charge certificate but I never received a PCN.
I spoke to the council (Wales) via webchat (logged) about this and was told I need to phone the Traffic Enforcement Center and ask for a "Late Witness Statement".

However, reading up online about this, many discussions and posts advise that you ignore the Charge Certificate and then make a Late Witness Statement once it goes to court and they issue me with an "Order of Recovery". At which point the PCN is resent at the original charges.

My question is; do I ring up and ask for the Late Witness Statement now or do I wait for the OfR and then do it?

I'm not sure which I'm supposed to do.

    Take this to Pepipoo forums - they have a section that specialises in Council tickets.

    Don't try to register with a Hotmail address, and when you post include scans of all paperwork received. (Both sides if double-sided).

    Pepipoo will confirm and is better for these sort of queries than MSE, however a Charge Cert is merely a formality in the process - can't be appealed or make representation.

    The next step is an Order for Recovery, and at that point you can either do a Witness Statement (sign it yourself and send back to TEC Northampton) or a Statutory Declaration (sign it in front of a solicitor or court representative) - TEC will then tick the relevant boxes, and it resets the process.
