Have you seen the signatures though ?? Do they look suspiciously similar??? This was signed last year yet ECP claim they've had landowner authority since 2013 but that was not provided and I mentioned in my rebuttal.
I looked at original planning application the other day for the site in 2011 from ecp. They say anpr cameras are there to "follow the flow of traffic to help retailers in busy times" and to "record car registration". Nothing about issuing spurious invoices or pcns!0 -

@Coupon-mad etc. Rob84 on similar thread had his Popla appeal upheld on same grounds on same car park and sent at same time to Popla. They upheld on landowner authority. Is it worth complaining to Popla ??0

POPLA only entertain further appeals/complaints where a "procedural error" has occurred. The fact that two different assessors (I presume that is true?) give differing appeal results from the same evidence/appeal isn't necessarily a procedural error.0

Yes was different assessor by the looks of it. We both appealed on landowner authority- Rob84's was upheld and mine wasn't. Others on the same location have been upheld for landowner authority or lack of0 -
You should certainly complain, using the angle that a procedural error was made because the assessor made a fundamental error in their assessment, as evidenced by other successful appeals for the exact same location using the exact same appeal point (such as POPLA ref. XXXXXXX). Whether you'd get anywhere is another matter.
A failed POPLA appeal isn't binding on the motorist - the PPC would still have to raise a court claim (and win) to make you pay.0 -
