Hello,
RK recently received a PCN from ParkingEye. This PCN includes the blurb “You are notified under paragraph 9(2)(b) of section 4 of POFA 2012…you should tell us the name and current postal address of the driver and pass this notice to them” Does the RK have to?
Based on my reading of the stickies and several posts, there is no need to identify who the driver is. However, I’m slightly confused by this thread (Yikes, as a new user, I'm not allowed to post with links) -- ParkingEye Charge Notice from the City of Coventry NHS walk-in, posts #4 and 6. Perhaps, this was for the OP of that post to gain more time?
The PCN was incurred at a NHS carpark, where the driver took an unwell infant to. Paid for parking but overstayed (no one can forsee wait-times AND to breastfeed a baby!).
I gather the first step is to contact the NHS Centre? I am unable to find any email addresses of Building/Site Managers but there’s an online form for PALS and Customer Service. Would it be useful to also cc the Trust of which this Centre is under.
In the appeal to PE does the RK state mitigating factors (over and above the template in the “Newbies” post?): genuine service users, unwell infant, breastfeeding mother?

no mitigating factors to be in any appeal, just use the blue text template as keeper , online , choosing keeper
mitigation plus the Equality Act 2010 and any other factors are given to PALS asap, but the driver details are not revealed to ANYBODY , for any reason (assume I was the driver)
also quote the NHS guidelines BELOW at PALS and/or the trust themselves (so yes , CC in the trust too as they are jointly and severally liable for the actions of their contractors - Jeremy Hunt has said so) , because its clear they are not following them just as they are failing the EA2010 as well (they never do) - the latter being THE LAW OF THE LAND (REASONABLE ADJUSTMENT under the EA2010 , OVERSTAY DUE TO FACTORS BEYOND THE RK CONTROL as part of those guidelines to pals)
nhs guidelines here (and dont take NO for an answer from PALS either , and dont let them fob you off to PE , but do the PE appeal in parallel, or within a week or so if PALS dont cancel, and deffo before 28 days are up if PALS dont cancel, dont let it lie

I hope this is not too much information (in light of the recent thread; great reminder!).
The NHS centre I was at does NOT have PALS. Maybe they choose to call it Customer Service (doesn't matter; this centre is run by a private company), when contacted, they claim that they have "no responsibility" for the car park. The suggestion was to appeal directly to PE or NHS.
I wrote also to the Clinical Commissioning Group who told me to appeal directly to PE following steps behind the letter received. Clearly, they are distancing themselves.
Redx, you've rightly predicted they'll try to fob me off!
Any idea where else I can get help? I cannot find the contact for a site manager/ property service manager but I can get hold of a general NHS Property email. Should I just write my appeal to that general email or request for a specific person first?
Would Healthwatch step in at this point or be of any help?
Sorry for the many questions. Newbie to both the forum and this parking charge issue.

1) you need to appeal to PE regardless , within 28 days , so do not let it time out
2) somebody is responsible because JEREMY HUNT`s department clearly says so, so its the people who employed PE in the first place
perhaps you better name and shame the site so the regulars can do some digging for you , see if we can turn up the details on who you complain to
and contact your local MP and tell them about this sorry state of affairs, pointing them at the NHS guidelines set out by Jeremy Hunt in 2014 which are being flouted
maybe they can make some inroads into the NHS red tape that surrounds these "untouchables"0 -

This is the City of Coventry Health Centre, also goes by Coventry Walk-in Centre. It's being run by VirginCare. I've seen a couple of posts on here -- in the past, previous posters were able to get hold of someone. Unsure if those were before or after VirginCare took over though.
Definitely keeping watch on the 28 days appeal to PE (I appreciate the reminder). I was hoping to get it cancelled by a site manager (or whomever in-charge) before doing the appeal because I am wondering if by appealing now, it might trigger POPLA deadline as well?0 -
once they reject your appeal you will get a popla code with 28 days to appeal to popla , so time your appeal to PE so that its say 30 days before the deadline for popla , which fits in best with your "schedule" , be it now , in a week , or in a few weeks , BUT DO NOT TIME OUT !!!0
