They don't. We've just renovated our house before sale. New kitchens and bathrooms are exempt from BR unless they've been moved from their original locations. Even if you get new sockets in, as they are covered by an electrical installation certificate.

I don't know where the people on this board have got that from. If that were genuinely the case, indemnity policies would be even more pointless than they are.
The liklihood of enforcement is really low, but if councils genuinely only had a year, the standard of building work in this country would be truly shocking.
Councils have 12 months within which to serve what is called a Section 36 notice. This allows them to enforce without reference to anyone else. Beyond that point, they need an injunction, but there is no time limit on when those can be served. Clearly they need to be pretty concenred about the quality to bother, but that is not the same as the information provided on this board that building control have no teeth after 12 months. It isn't true.Everything that is supposed to be in heaven is already here on earth.

If the building is listed, that's easy to resolve
you just ask the local planning office if listed building consent was obtained for the works
you need that for anything more complicated than repainting a LB (and sometimes, even for that)
