Council tenant for 10yrs from 1985 to 1995
    Bought council house using RTB.
Sold council house, repaid discount during 1997 after 18mo.
Lived in private sector accommodation for 17yrs from 1997 to 2014.
Council tenant for 3yrs from 2014 to 2017.

Yep, I think that's fairly solidly and unambiguously going to count as three years eligibility...

That's not fair, circumstances beyond my control...I'm just trying to rebuild my life...

You have the rarest of things; a council home (house?). So, a completely secure tenancy, extremely affordable rent, the comfort of knowing that all repairs and upgrades are going to be carried out at absolutely no cost to you. Moreover, this is your SECOND bite of the low rent housing cherry.

Now you want to buy it - again - as cheaply as possible. You'd also like to use the same time period as previously for a further discount. That's impressively self serving and selfish.

You can rebuild your life by continuing to live in your low rent, low maintenance home while you work and save hard. You do not need to take another valuable asset out of circulation.

Do other people not deserve the opportunity to rebuild their lives and enjoy cheap, secure housing?
  • Yes of course other people deserve the same opportunity to rebuild their lives and they have the same opportunities as I do by working hard and saving hard. I've always worked and paid full rent. Why aren't the council taking more responsibility and building more council homes from the proceeds of the sales? I'm not being at all selfish, I have the Right to Buy, the same as ALL council tenants.

...Does anyone know if the 10 years that I was a tenant between 1985 and 1995 would be added towards the 3 years tenancy that I have now - giving me 13 years discount?

As far as I am aware - you can not use the qualifying years twice. I would speak to the RTB team, some councils have a policy of only allowing 1 CH sale.
  • Yes, thank you, I am going to speak to the Council this week...

My son had a small discount on a council house, bought with his ex wife, which was sold back to the council, when they separated.

He and his present family, after over 5 years in their council house , are being moved to a nicer area, because of overcrowding, and he has said that he will not get a discount to buy, although his partner has never had one. I'm sure he will have asked and is not guessing about what seems a very fair ruling.

Right, so it's the responsibility of the council. Where do you suppose the councils get the money to build new homes? Especially when they are selling them at significant discounts.

How do they pay for all the costs that building new homes entails? Remember, any new build home also has the RTB so the council are effectively building them at full cost to sell at a discounted amount.

By buying not one, but two heavily discounted council homes you are denying other people the same opportunities you've been afforded twice.

Please don't trot out the 'I pay my rent' line. That is not something you should be rewarded for, but rather is standard practice. You enjoy a service or buy a product and you're expected to pay for it. Doesn't make you special.

I DO think you're being extremely selfish, but sadly it is indeed your right. You just keep remembering your rights and never mind your responsibilities. Hopefully, at the very least, your discount is limited to three years.

I hope you get what you deserve, most people don't have the opportunity to buy a second house regardless what happened to the first one.
