Just received Charge Certificate from Hungary

We've been away for a long holiday and drove through Hungary. We've now received a "Charge Certificate" (Issued by Euro Parking Collection, 83 Shepperton Road, London) for £221.27.
We've now been told that this happens a lot. Drivers are supposed to buy a tax ticket to drive on certains roads in Hungary. Locals know this but apparently it isn't advertised or widely known by visitors.
It says the amount is so large beause we ignored the first one (obviously we were still away but there's no letter here for us apart from the one we received yesterday)
Can anyone give us advice please. I assume this is not enforceable in the UK but don't want to become involved with collection agencies...don't have any experience of this kind of thing but I don't like the sound of it all.

A quick search on here for Euro parking collections, or epc will do the trick, don't think of paying epcFrom the Plain Language Commission:
