Landlord will not return deposit, suggestion?

Hi
I have been renting with a private landlord for 10 years, was a good tenant, keep his property clean.
i do not have any evidence of a deposit paid or the condition of the room when i moved in.
my landlord is now saying that he has to clean the room, and has been delaying returning my deposit.
the room is actually in better condition than when i moved in.
where do i stand - ?
will it be worth taking him to small claim court?
what if i ask hi for a copy of the receipts work the work? - will that hold any weight - as i am sure he is not going to clean the room?
any suggestion will be helpful.

You have lived in the property for over 10 years ?
How much deposit did you pay ?
Were you a lodger ? You mention a room and not a flat or house !
The Landlord is an !!!! if he/she thinks that they will not have to refurbish a room after a tenant has lived in the ROOM for 10 years.
So were you a Lodger renting a room off a live in Landlord or a tenant with a tenancy agreement ?0 -

* date you moved i (exact)?
* amount of depoisit paid?
* evidence (even if just an email recently saying he will not return it!)?
* was it a fixed term contract or periodic (monthly)?
* from the start? Exact dates.
* if fixed term, was it renewed as a fixed term each time it ended, or changed to periodic?
* was it protected?
* which scheme and on what date?
If protected, use the scheme arbitration proces.
If not protected, use the courts to reclaim it, and, if appropriate, to claim the 3 times penalty for nonprotection.

Note in particular:
Any tenancy created (whether fixed term or periodic) since 6th April 2007 requires the deposit to be registered & the PI served. This includes tenancies that existed before 2007 but where the fixed term was renewed, or became periodic, after 6th April 2007.
