Private PCN ticket is INSANE!

I got a ticket today from UKPS. The reason for ticketing me was detailed as: "No Ticket. Expired ticket displayed". My purchased ticket, which still has over 30 minutes to run was clearly displayed on the dash, alongside an old ticket from 13/1/17.
I took a picture of my valid ticket on the dash with the PCN still on the windscreen, but am hacked right off that I should even appeal this. It's insane! The guy must have been blind not to see it. Do the same rules apply as normal, that I wait 26 days before appealing, or can I just send this timestamped photo to someone and call them idiots?

You are in a strong position because you paid the correct fee, and because the payment delay was entirely due to the failure of the PPC to provide a suitable method for you to make payment. This is called frustration of contract, which absolves you of liability in law.
If the PPC obtained your details from the DVLA (you should check this) then you also have a strong case to sue for breach of the DPA. See this thread for further details about DPA breach. And here's an example of a successful counterclaim for DPA breach.
Send the PPC a Section 10 Data Subject Notice as soon as DVLA has confirmed that the PPC obtained your data from them. You will need to collect and keep evidence to support your defence or claim, if it goes to court (unlikely, I think).0 -

As above you are in a very strong position, have you complained to the landowner/car park owner as they too could be in hot water over the antics of their agents ( the parking company)From the Plain Language Commission:

Your having paid and displaying a ticket means very little to the PPC - they just want money!0

They have not accessed the DVLA database yet, the windscreen ticket was only issued today, the PPC now have to wait 28 days before applying for keeper data.
The OP has a choice - appeal at day 26 (providing the PPC with their name and address) in the hope that the PPC won't access the DVLA database and fail to send a NtK - therefore straightforward win at POPLA on 'no keeper liability' - BUT only if this is a BPA operator.
Or the alternative is to force the PPC to apply for keeper details and await the NtK, which opens the option for a claim against the PPC for breaching the DPA as there was no reasonable cause to apply for the OP's data. But the OP needs to be up to taking on the PPC at the small claims court.

Indeed, this is not for the faint hearted, but it is not Judge Rynder either.
You will have to do a lot of reading, understand reasonably difficult legal concepts, and think on your feet. If you have ever been on Big brother do not bother.You never know how far you can go until you go too far.0 -
