Notice to Driver - Is this supposed to be sent in the post?

Hi, I've received a notice to driver in the post and then a notice to keeper about 30 days later.
There wasn't any ticket attached to the vehicle (and to make matters worse they were sent to to my old address, before the DVLA updated my details, so I've missed the appeals time).
Is this normal? Does a Notice to Driver not have to be placed on a vehicle, and if nothing was shouldn't I of received a notice to keep within 14 days instead? Any advice greatly appreciated.

if it is an ANPR type ticket , how else can it be issued ?0

the fact there was no ticket on the vehicle when the driver returned does not mean there wasnt one issued at the time
there is a phenomenon called "ghost ticketing" , where they issue it , attach it to the windscreen or window , take pictures , then remove it again to confound the public
or sometimes the british public remove them , for a lark, a joke , or to cause mayhem
if no ticket was issued on the day , then IF they are following POFA2012, they should issue a postal notice to the keeper (an NTK) within 14 days
if they are NOT following POFA (and many dont) they they send what they like , when they like , as its an unregulated industry

Yes that's what I thought, but doesn't an ANPR type ticket just send a notice to keeper within 14 days (and they have 14 days to access your details from the DVLA). I'm confused, as the PPC seems to be using NtK without a parking ticket rules at the same time as NtD, as if they had issued one on the vehicle.
Also the details on the NtK aren't correct and don't show the same date/time of issue as the NtD.0 -

I already said they dont have to adhere to POFA2012, its not mandatory and I would say the vast majority of Private Parking Companies do not follow POFA , yet you are quoting POFA2012 as if it is mandatory
they are not even listed as using ANPR on the BPA website

I take it you don't advise I just pay it? We were on a delivery to a resident in a block of flats, where we followed all the tradesmen rules of the car park, there for 12 mins. Which is what makes this so annoying that I missed the appeals time due to wrong address.

so they failed the BPA CoP on grace periods
they failed the JOPSON case test on what residents should be allowed to expect on private property
yes they can pursue the keeper, its what they are doing
but a keeper can try to use POFA2012 to their advantage , plus signage and grace periods , and the BPA CoP , and any other legal arguments either at popla or in court
you still have to deal with it , even if they are not following POFA or have failed the POFA test (you cannot complain to anyone that they are not following POFA)
the NEWBIES sticky thread explains how , so you still send the BPA blue text appeal to them , also report them to the BPA for CoP breaches and cite the JOPSON case
this probably wont stop you getting harassing letters for 6 years though, especially if they refuse you a popla code

They are not Ethical by all accounts - used to be clampers. I helped someone with a POPLA appeal where Ethical supplied a very clearly false landowner contract, allegedly signed on a certain date by a person whose name was unique and so he was easy to Google, had moved on abroad two years earlier and was no longer associated with the landowner!
Ignore the blighters and come back if a small claim is attempted (you can't ignore that).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
