POPLA appear advise

I received a PCN for (they say) over staying 39 minutes in a 2 hour free car park, this was back in early December, I did their appeal as keeper they (no surprise) rejected that and I now have the rejection email with a POPLA code in it.
They sent me the standard letter with a picture of my car going in which was taken on a round about just outside the car park, and then when I was about to drive off, no time codes on the picture. I was buying a hamster in pets at home which took a while so it's possible I did over stay but still feel it's unfair to charge £100.
I am not in the area so have not been able to ask at pets at home to cancel the charge, it's a retail park with B and Q and some other shops, so I'd be surprised if they know anything about it.
My main question now is how may go about the POPLA appeal, I have read some old threads but looking for some advise on what to do then post it here and I'll update with the decision. The cut off for appeal is 10'th of Feb.

forget old threads, read the POPLA section of the NEWBIES sticky thread at the top of the forum
then read any popla thread that is less than 6 months old , to get a few pointers on layout and content too
if you have not read the NEWBIES thread, you have been wasting your time so far
the Supreme Court have decided its not unfair after the BEAVIS case, which ended some 15 months ago, so that argument wont wash , sorry (Beavis lost on a free 2 hour car park due to an overstay in 3 courts and in front of 11 judges)
