    It's a public road and it;s just a white box with 'DISABLED' written next to it, no sign posts or anything. He could have painted it himself for all I know (was thinking about doing one outside my own house if it guarantees me a space!)

    I thought such bays were for broken down cars! :D

    Is this un occupied bay causing a real issue?
    if its just a minor irritation is it worth ther agro.
    on the other hand if there is no car at the address then it may be worth getting in touch with the council to see if its a legitimate bay ( advisory or otherwise) and if there is no vehicle there then it should be possible to ask the council to remove it.

    There is also the possibility that its a DIY bay painted by someone with a paintbrush and can of paint, theres been a few of these and in one place I have even seen a hand DIY painted Parent and Child bay.
    As ever if in doubt ask.
