LDK parking charge Notice

Can somebody please help.
I recently moved house in the summer and forgot to send my V5 documents off to the DVLA for my two vehicles.
I collect our mail from my old address once every month and this month I have received a PARKING CHARGE NOTICE from a company called LDK security group.
They have provided images of my wife's car parked in a loading bay on the 23rd of December and are offering a reduced payment of £45 if I pay before the 20th of Jan then it goes up to £90 then £160 and then passed to bailiffs. I obviously don't live at the address on my V5 at the time of the incident but I have since changed both the addresses on my V5 documents now and they now are registered at my new address. My wife was not aware of any tickets on her vehicle and swears there was NO ticket and in their images there is NO ticket on my vehicle.
Should I pay this or just ignore this and just denie all knowledge and say I never received any letters if they ever catch up with me ?
I have read many posts saying ignore these as they are simply invoices from rip off companies that will try and scare me into paying !
Is there a time scale where this lapse if they are chasing me at the wrong address and if they do get in touch at my new address can they still hound me for the money ?
I would love if someone could advise me what to do please ?

    On any forum, always read the 'sticky'-placed permanent top advice thread first. Then ask Qs, but no need to do anything about debt letters.

    That is not the top advice thread but it is one about ignoring debt collectors as the subject comes up all the time and yet no action is needed.
