Car insurance quote for non UK license holder

Does anybody experienced that the same UK Insurance Company provided diffrent quotes based only on the fact that the driver have EEC(EU) driving license and not the UK one?

    I had the same prob a year ago...

    Elephant tended to be the cheaperst for my friends but it turned out they would charge me 50 quids more cos of my licence. The best deal i had was from tesco Insurance cos they dont make the difference, it is just full or provisional, i actually phoned them to double check that.

    I dunno which car you drive but avoid Endsleigh: they wanted to charge me 100 quids more cos of my licence.

    I just wanted to know, if the same Insurance company can have different quotes for EU license holder and UK license holder. If this is legal or not.
