Will I get a NTO? If so can I appeal?

Hi, basically I dropped someone off and thought I'd take the time they got a subway to stop take a few deep breaths as a little boy had nearly ran straight infront of my car and I had bumped into a kerb. I thought the kerb was because I was shaken up but. I did have to readjust my mirrors because of someone else using my car. So I opened my door to see how far I was from the kerb (I'm very bad at perspectives) to see if I needed to readjust my mirrors and noticed a traffic warden getting her notebook out to write me a ticket. So I panicked and drove off. I think I had noticed when she first started writing it, but I had to do a three point turn so she probably did have another time to get my number plate if she was quick. I realised I was by a no loading sign when I did the three point turn. If I do get a ticket through the post do I have the right to appeal as I don't believe I was parked as I never left my car although I did start to open the door. It was the most sensible place to stop and I don't think I in a fit state to drive before I took a few seconds to calm down. I must have been stopped there for a minute at most. I am 90% confident there was no photo taken however there may have been cctv in the area.

    Who knows - Sit tight and wait.

    In the meantime, depending on the parking regime, you may want to read-up on the Newbies Sticky here if its private parking or the intro info on Pepipoo if its a legit/council ticket.

    No one can answer that and your wall of text will probably put some off reading it anyway!

    Most of what you have written is totally immaterial, however if you do get a NTO if a council ticket register on pepipoo they are the experts on real tickets, and there's always a reason to appeal.

    So just wait and see what happens.

    Not all Councils can issue PCNs by post. Assume you mean this was a Council CEO?

    Wait and see, then go to pepipoo. You may as well read some threads there now, they succeed in almost every case v Council PCNs:
