    if you read the Op you would see receipt (or not) of a S21 is rather irrelevant

    In that case get the HSE involved, since he can't be bothered to follow the law of being a landlord.

    Not saying that it's not essential for a Landlord as it is but after I moved out of rented and bought I never considered getting one done.

    They are an abject farce. I have a property that I let out that has a gas-effect fire. When I lived there it was fine but when I wanted to let it out it became illegal.

    The people who draft this sort of law think all tenants are !!!!!! and apt to kill themselves. I'm surprised there is no requirement on landlords to certify that there are no scissors or plastic bags in the property. Those are dangerous to idiots too.

    Stop messing around on whatsapp and communicate properly.

    The law (Landlord and Tenant Act 1987 S48) says the landlord has to give you an address where you can write to him.

    * if he has not given you an address, you don't have to pay rent

    * if he has given you an address - use it! Write him a polite letter reminding him that the last gas safety report expired on xxx date, and asking him to arrange an inspection within the next week, and to let you know what day the engineer will come.

    If this fails, THEN contact HSE.
