Can a pending Paypal payment be reversed HELP!!!!

I have bought a car off Ebay and payed with paypal. Went to collect car and head gasket had gone so didnt take the car. Seller agreed to refund the money. the money is still sitting as pending after 1 week in his account, can he refuse the payment? or does he have to accept it and then refund me?
What is the best way for me to go about getting the money back?

  • yes he can refuse the payment, meaning it gets returned to you.. but if he takes no action.. it will be automatically returned after 30 days.. I say you just keep contacting him and asking him to return it for you. x

    Thanks it now makes me think that he is going to cause me trouble otherwise he would just refuse it!!
  • well hopefully he is just unaware, or has forgotten that he has not refused the payment yet... so goodluck with that.
    You say the payment was for a car.. is it alot of money you are talking about here then? As if he doesnt refuse the payment.. you will have to wait 30 days (from payment date) and thats a long time to wait for alot of money!

    yes I know i can really do with the money back in the account as it is not pennies we are talking!!

    Yes you can start a chargeback for item not received.

    Unfortunately you can't chargeback until payment has been accepted, but once it has been accepted you can start your claim.

    There is no quicker way though of just getting your money back,

    I may be wrong, or it might be not the thing to do, but can't you go into paypal and click on the pending link where it gives you the option of cancelling the payment?
