You have to PAIR the remote!
The engineer freely admitted he didn't know how the RF remote control worked. Left it with me to get on with it. It worked fine as an Infra Red remote, with line of sight.
Finally got round to it today.
Downloaded the V6 user guide.

Pair your box and remote
When your box and remote are paired,
your remote will work, even if the box is
hidden in a TV cabinet. In some cases
your remote and box may automatically
pair. This will happen in the first 5 minutes
after starting up the box when you pull the
battery cover tag out of the remote. If you
have more than 1 Virgin TV V6 box remote,
it’s important you only pull the tag from
1 remote at a time, leaving at least a fi ve
minute gap before you pull the tag from
the 2nd remote control.
If they're not paired automatically,
here's how to do it:
1. Press the Channel Down button on
the front of the Virgin TV V6 box for
10 seconds.
2. Then, hold the Info button down on the
remote for 7 seconds.
3. The light in the top of the remote will
flash green twice.
4. Your remote is now paired, so it'll work
even if your box is hiding in a cupboard.
Obviously the automatic pairing just didn't happen.
Paired it manually.
Radio Frequency control now working. :j

Because nobody knew the answers when I was looking for it.
The Virgin engineer said the V6 was so new , there was no user guide that comes with the box.
People on some kind of Virgin Media website were talking about the engineer didn't order the right remote control, because he was lazy.
I was hoping this will save a lot of "Why isn't it working?"0 -

Just to say thanks - I appreciated your post even if others didn't.0 -
